PROHIBITED ACTIVITIES AND CONDUCT
REQUEST MAST

To report a sexual assault, notify the installation Sexual Assault Response Coordinator (SARC) for your respective installation, the MATSG-22 Command SARC (361-774-5568) or one of our Uniformed Victim Advocates (UVAs). The SARC coordinates sexual assault response efforts for the individual, whether at the command level or installation level.

If you have been sexually assaulted and are an Active Duty Military Member, you have two reporting options:

RESTRICTED REPORT

 * Report must be made only to the SARC, Uniformed Victim Advocate, Health Care Provider (including on-base counselors) or Chaplain.

 * Gives a victim time and the opportunity to get information and professional advice to include information on victim rights and available services, so they can make informed decisions. Victims may initially choose the restricted reporting option and later decide that they want the chain of command and law enforcement notified so that the offender is held accountable.

*Victim Advocacy, medical services, and counseling will be offered.

UNRESTRICTED REPORT

* The assault can be reported to those listed above in addition to the chain command and/or NCIS/law enforcement. An investigation will begin and protective services will be offered.

* Victim Advocacy, medical services, and counseling will be offered.

Remember: Regardless of how you choose to report the sexual assault, you will be offered a full range of advocacy, medical services and counseling. Victims of sexual assault might feel comfortable talking with their healthcare provider, but fear that the command and/or law enforcement would be notified. Some victims avoid seeking medical treatment following sexual assault because they fear the information will be disclosed to others. Under the restricted reporting option, military victims may speak to a healthcare provider (at a military facility), but it is important that the victim is direct and asks up front about restricted reporting.

DoD Directive 6495.01 definition of Sexual Assault:  Intentional sexual contact, characterized by use of force, threats, intimidation, abuse of authority, or when the victim does not or cannot consent. Sexual assault includes rape, forcible sodomy (oral or anal sex), and other unwanted sexual contact that is aggravated, abusive, or wrongful (to include unwanted and inappropriate sexual contact), or attempts to commit these acts. "Consent" means words or overt acts indicating a freely given agreement to the sexual conduct at issue by a competent person. An expression of lack of consent through words or conduct means there is no consent. Lack of verbal or physical resistance or submission resulting from the accused's use of force, threat of force, or placing another person in fear does not constitute consent. A current or previous dating relationship by itself or the manner of dress of the person involved with the accused in the sexual conduct at issue shall not constitute consent.
